Local Loop Unbundling
Under s64 of the Telecommunications Act, the Telecommunications Commissioner is required to conduct an investigation into whether Telecom's local loop and public data networks should be unbundled and made available to competitors.
The following are selected submissions Telecom has made to the Telecommunications Commissioner during this investigation.
The Telecommunications Commissioner is obliged under the Telecommunications Act to calculate the nett cost to Telecom of providing the services specified in the TSO Deed (82.0 KB pdf), the so-called "Kiwi Share" obligations.
In performing these duties for the first time, the Telecommunications Commissioner had to first establish the framework for performing its assessment. This was then followed by the calculation of the nett cost to Telecom of providing service for the period 20 December 2001 to 30 June 2002.
