Compliance

 

Telecom continues to work with key technology and service providers, to support consistency in equipment design and compliance. There is a focus on design to minimise both the environmental effects and the cost of gaining resource consents.

Networks Environmental Compliance System (NECS)

What is the NECS?
The NECS is our internal environmental management system. It helps us manage our compliance responsibilities with statutory and regulatory requirements to operate a successful network.

The NECS covers issues like

  • The Resource Management Act
  • Consents (including conditions) needed to build mobile sites, radio communications sites, install cabinets and cables
  • Concessions
  • The Telecommunications Act 2001
  • Bylaws
  • The New Zealand Standard for radiofrequency exposures NZS2772.1:1999
  • Property (and miscellaneous) restrictions
  • Auditing of compliance with conditions of consent
  • Reviewing the system

Auditing

We audit our compliance with the NECS on an annual basis.

In 2008/09 we audited thirty site installations (nineteen mobile phone sites and eleven cabinets) that we installed on that financial year.

The results of this audit indicated

  • 69% of our sites achieved 'full compliance' with our compliance system
  • 24% of our sites achieved 'partial compliance'. The failure to achieve full compliance largely related to the documentation of compliance
  • 7% did not achieve an acceptable level of compliance. This was due to insufficient information upon which an assessment could be made
  • This year's results show improvement from last year and this has been due to the 2008 review and improvements to the NECS and training to implement it. However, we seek continual improvement and are looking for further improvement on these results next
